Is there an HD DVR with dual tuners that I do not need to activate?

I am looking for a dual tuner HD DVR preferably with cable card support, but i do not want to have to pay a monthly fee. I just want to buy the box outright. Does anyone know of one?

    Motorola makes one, cable companies use it. You would have to rent it from your cable company…at least it isn't Tivo :)
